NEB Facility: A new funding tool to revitalise neighbourhoods

The New European Bauhaus Facility 2025-2027 is an EU funding programme aimed at transforming neighbourhoods into sustainable, inclusive and aesthetically pleasing spaces: promoting circular and regenerative construction, improving access to affordable housing and fostering social cohesion and well-being through innovation.

This instrument marks an important step in the development of the New European Bauhaus. For the first time, the New European Bauhaus has an autonomous funding instrument that will help it realise its vision by supporting concrete, forward-looking solutions for the transformation of neighbourhoods across Europe.

NEB’s mission is not just to promote sustainability, but also to design spaces that are inclusive, stimulating and aesthetically pleasing for all.

2 types of support

1. Research & Innovation (R&I) component:
This component funds fundamental research, testing and demonstration projects. It is supported by Horizon Europe to around €120 million per year between 2025 and 2027 and focuses on three major R&I themes:

  • Linking ecological transformation, social inclusion and local democracy.
  • Circular and regenerative approaches to the built environment.
  • Innovative financing and new business models for neighbourhood transformation.

Half of this envelope, around €63 million, will be allocated to projects demonstrating innovative solutions. The other half will be devoted to fundamental research and other support measures.

2. Roll-out component: In order to mobilise a similar budgetary ambition to that of the research and innovation component, the roll-out component will build on the support provided by EU programmes beyond Horizon Europe to scale up, deploy and implement innovative solutions for the built environment and beyond, with the aim of enhancing their transformative impact.

Since its launch, the new European Bauhaus has already benefited from funding from nine EU programmes, enabling almost 500 projects to be implemented on the ground. National Contact Points (NCPs) provide support to applicants to the deployment strand.

When and how can I obtain funding for projects?

For the ‘Research & Innovation’ strand, the first funding opportunities are available through the Horizon Europe 2025 main work programme.

Calls can be accessed via the EU Funding & Tenders portal and the Funding page of the new European Bauhaus.

For the ‘Roll-out’ strand, funding opportunities are linked to various EU programmes. Applicants can apply for funding through these programmes.
